Notice of Public Hearing and Comment Period on the Consolidated Annual Performance and Evaluation Report

The Community Development Board of the City of Waterloo, Iowa will hold a Public Hearing on September 21, 2010 in the City Council Chambers, 715 Mulberry Street, Waterloo, Iowa at 4:00 p.m. The purpose of the hearing is to receive comments on the Community Development Block Grant progress and performance for the past year. Input from this hearing will be taken into account in preparing future Community Development Block Grant applications.

The Consolidated Annual Performance and Evaluation Report (C.A.P.E.R.) covers the period between July 1, 2009 and June 30, 2010. The C.A.P.E.R. will be submitted to the U.S. Dept. of Housing and Urban Development for review and processing on or before September 30, 2010.

A 15-day public comment period begins on August 30, 2010 and ends on September 14, 2010. Comments may be presented orally at the public hearing or submitted in writing to Rudy D. Jones, Director, Community Development Board, Carnegie Annex - Suite 202, 620 Mulberry Street, Waterloo, Iowa 50703. Any comments received will then be incorporated into the final document submitted to the U.S. Department of Housing and Urban Development.

Draft copies of the annual C.A.P.E.R. are available for review to interested persons upon request at the Community Development office, the City Clerk’s office, and the Waterloo Public Library.

ATTENTION DEVELOPERS:
Notice of Third Round of Funding for Single Family New Construction Unit Production Activity

The Iowa Department of Economic Development has initiated their third round of funding for the Single-Family New Construction Unit Production Activity. If you are interested in participating, start putting your development team together and request a copy of the guidelines from the City of Waterloo, Community Development Office. Contact us at (319) 291-4429 or email, rudy.jones@waterloo-ia.org. As before with the first rounds of funding, the program will require a quick turn around time for the application submittal. An informational meeting will be held on Thursday, September 16, 2010 at 11:00 a.m. in the Carnegie Annex Conference Room, 620 Mulberry Street, 2nd floor.

Please be aware of a couple of proposed revisions from the first round of funding that would require greater attention. They are as follows:

  • Waterloo’s proposed allotment is $880,227, which would be less than the last round of funding. I estimate this would allow for between 15 – 20 new units.
  • One-half of all units constructed must be held to a total production cost (purchase price) of $150,000 per unit.
  • The acquisition subsidy level (down payment assistance) is proposed to be 25% of the purchase price/fair market value; the same as Round 2.
  • 50% of all units constructed must be sold to persons or households whose incomes are at or below 80% median family income.
  • We request that all proposals be submitted to this office by September 17, 2010 to give our office time to prepare the final proposal for review and submittal by the CDBG Board and Waterloo City Council to the Iowa Department of Economic Development.
  • Development plans from the City of Waterloo must be submitted to IDED no later than October 15, 2010.
