Billing and Usage
Your utility bill contains charges for drinking water, sanitary sewer, garbage and storm water. It also includes yard waste if you have signed up for this service with the City of Waterloo. The drinking water and sanitary sewer portion of your bill is calculated based on water usage as recorded by your water meter. There is a minimum charge for water service that includes a base volume of water to each customer. Customers with usage less than the base volume quantity will be charged the minimum charge. Customers with usage above the base volume quantity will pay the minimum charge plus usage above the base volume at a rate per 100 cubic feet of water used.

Your water bill is based on meter readings taken once every three months. If a meter reader cannot gain access to your meter, the meter reader will leave you a card on which to record your readings. By reading your own meter and returning the card to the water works (or by calling the reading into the water works within) prior to the time your account is billed, your bills will be more accurate. If we cannot obtain a meter reading, the water works will estimate your water usage. If you promptly return the self-reading cards you will better protect yourself from over estimates. Accurate meter readings may also help detect significant changes in your water usage caused by a water leak. To avoid complications associated with estimated bills customers with meters in their basements can obtain a remote reading device at no charge by calling the water works.

Your bill will contain itemized charges for each service received at the service address, including: drinking water, sanitary sewer, garbage, storm water and yard waste if you have signed up for that service with the City of Waterloo.

Drinking water rates are set by the Waterloo Water Works Board of Trustees, while the sanitary sewer, garbage, storm water and yard waste rates are set by the City Council of Waterloo.

You will find that your house or apartment has been provided with a garbage receptacle from the City of Waterloo. If the size of the receptacle provided does not fit your needs, please call the Waterloo Public Works Facility at 291-4455 to request a size that better meets your needs (small, medium, or large). Yard waste receptacles are also available at this number for an additional fee. If you have just moved in and discover that you have a yard waste receptacle that is not needed please call the Waterloo Public Works Facility and have them pick it up, at which time service and billing at your service address will be stopped.
