The overall mission of the Human Resources Department is to address the changing public workforce needs for the City of Waterloo by developing policies, programs, and services to attract, motivate, and retain a highly qualified, diverse and competent workforce, consistent with local, state, and federal laws, in order to provide government services to our citizens in the most effective and efficient manner possible.

The City of Waterloo employs more than 530 full and part time employees in over 180 job classifications that includes five union employee groups. The majority of these employees are hired through a state mandated Civil Service process with oversight provided by the Waterloo Civil Service Commission, a panel of three Waterloo citizens appointed by the Mayor.
