Residential Rehabilitation - Forgivable Loan Program
The purpose of the Community Development Block Grant Housing Rehabilitation Program is to provide financial assistance to low- and moderate-income families for repair of their houses to make them decent, safe and sanitary.

The U.S. Department of Housing and Urban Development (HUD), through the Community Development Board, administers a program for financing the rehabilitation, improvements and repair of owner-occupied property.

The program is administered for the City of Waterloo by the Community Development Board. Funds for the program are provided by the Federal Housing and Urban Development Community Development Block Grant funds as authorized by the Housing and Community Development Act of 1974. Funds for housing rehabilitation under the Block Grant Program will be allocated by the City Council on a year-to-year basis.

Assistance is available to homeowners in the form of a Forgivable Loan. The basic requirements of a Forgivable Loan are as follows:

  1. Property to be within the city limits.
  2. Homeowner must own or be buying the property either by recorded Mortgage or contract for not less than one year.
  3. Homeowner must live in a portion of the dwelling for at least one year.
  4. All liens, delinquent taxes and current assessments against the property must be paid before a Forgivable Loan is made. Mortgage payments must also be up-to-date.
  5. The applicant must agree to contract for all work required to upgrade his property to decent, safe and sanitary condition.
  6. The owner of the property that is to be rehabilitated with Community Development funds will be required to offer evidence that said property is insured against loss by fire, other hazards and casualties. The insurance coverage will be required for a period of not less than the term of the Forgivable Loan. No Forgivable Loan will be made without proof of insurance.
  7. If an applicant has assets exceeding $50,000, they will not be eligible for Community Development Programs. One automobile and the occupied dwelling may be excluded from the $50,000 limit.
  8. No Forgivable Loan will be given for any property that lies within the 100 Year flood plain boundaries as designated by the Flood Plain Boundary Map.

A Forgivable Loan is for those at the very low-income level, low or moderate-income persons over age 62, or low or moderate-income persons within a targeted neighborhood. (See Table "A" at the bottom of this text.)

  • Citywide – less than 50% median
  • Persons age 62 or older – less than 80% median
  • Targeted Neighborhood – less than 80% median
  • Persons with Disabilities - less than 80% median

A Forgivable Loan is not repayable unless you sell or move from your home during the five years after the loan is approved. This loan will be forgiven on the following basis:
If you sell your home: You payback:
During 1st year after the Forgivable Loan - 100%
During the 2nd year -  75%
During the 3rd year - 50%
During the 4th year 25%
During the 5th year 10%

In other words, if you retain ownership of your home and continue to live in it for five years, the total amount of the Forgivable Loan will be canceled and you owe nothing. The maximum amount that can be given on a Forgivable Loan is $25,000. If the cost of rehabilitation of a property is more than that amount, the property owner has the option of providing the difference. Otherwise the house will be considered infeasible and no assistance offered.
