The City of Waterloo has been working in partnership with the Housing & Urban Development Community Development Block Grant Program since 1976, helping thousands of low-income families and/or people with rehab and emergency repairs. 

The Waterloo Community Development Board seeks to develop a viable community by
assisting in:

  • providing decent, safe housing in a suitable living environment;
  • expanding employment opportunities through economic development
  • activities;
  • aiding in the prevention or elimination of slum and blighted areas
  • meeting other urgent Community
  • Development needs. 
This is accomplished through the administration of the Department of Housing and Urban
Development Community Development Block Grant Program, other federally funded programs and through coordination with local officials and other agencies and funding sources.

All activities are intended to primarily benefit low- and moderate-income persons and families.

Improving the quality of life for all residents through improved housing,
public spaces, and services.

Some additional ways Waterloo has distributed CDBG dollars into the community include: emergency repairs for income eligible clients; ramps for handicapped or disabled persons; to Consumer Credit Counseling services; Northeast Iowa Food Bank; Salvation Amy for emergency shelter operations; Operation Threshold weatherization programs; Leisure Services park and sidewalk projects; Eye of the Needle transportation, hygiene, household and laundry needs; to the Boys and Girls Club for updates, House of Hope, and the NorthEast Iowa Center for Independent Living

About Housing and Urban Development Community Development Block Grant Program
Whereas, the primary goal of the Housing and Urban Development Community Development Block Grant Program is to: Assist in the development of a viable community by providing decent housing and a suitable living environment principally for persons of low- and moderate-income, and also to assist in providing expanded economic development opportunities. Maximum priority is to be given to activities benefiting low- and moderate-income persons, or aiding in the prevention or elimination of slums and blight, or to meet other Community Development needs having a particular urgency.
