University Avenue Reconstruction Project
Midway Drive to Hwy 63 – approx.. 3 miles of Complete Street Roadway including 5-lane section (Midway to Progress) and 4-lane section (Progress to Hwy 63), 3 bridges w/enhancements (includes 1 bridge demolition and ped box culvert installation), 1 roundabout, 8 adaptive traffic signals, backlighted street name signs, intersection/gateway features, and trail head/parking lot construction. In addition sidewalk, recreational trails, bus stops, street lighting, storm sewer, sanitary sewer repair work, water main reconstruction, and landscaping with trees and other plantings, and roundabout enhancements, and other amenities will be included.
Residents often ask why Cedar Falls was able to complete their project quicker. Simply, with no bridges along University Ave. in Cedar Falls, the project was less complicated.
Cedar Falls (IA 58 to Midway) – approx.. 2 miles of 4 lane Complete Street Roadway including 0 bridges, 1 small box culvert at Pete Jr High, 1 double roundabout at IA 58, and 4 two lane roundabouts.
For the week of October 18, 2021, University Avenue traffic will be as follows for each phase and shown on the10-11-21 Traffic Map. Phases below are listed in order from west to east to be consistent with the traffic maps.
Phase 2 (Midway Drive to Greenhill Road) –University Avenue traffic will have lane closures from Access B (Tunis) to Access A (Casey’s Gas) for enhancement work on Greenhill Road Bridge.
Phase 1 (Greenhill Road to Ansborough Avenue) – University Avenue traffic will continue to have lane closures as needed for minor repair work.
Phase 3 (Ansborough Avenue to Hwy 63) –On Monday, October 18th & 19th from 9:00 to 3:00, the contractor will close the Fletcher Avenue Roundabout to complete the roundabout enhancements. University Avenue from Hwy 63 to Ansborough Avenue and Fletcher from Janney to Black Hawk Road will be closed during this time. From the hours of 3:00 pm to 9:00 am, the roadway will be reopened. On Friday, October 22nd, University Avenue from Ansborough Avenue to Fletcher Avenue Roundabout will be open to traffic with outside lane closures. Fletcher Avenue Bridge will remain closed from north of Hwy 63 to the north side of Black Hawk Creek.
Prior to October 22nd, University Avenue from east of Ansborough Avenue to west of Fletcher Avenue will remain closed to traffic during this time and University Avenue from Fletcher Avenue to Hwy 63 will have lane closures as needed for minor work. University Avenue from Ansborough Avenue to Fletcher Avenue will remain closed during this time. Fletcher Avenue Bridge will remain closed from north of Hwy 63 to the north side of Black Hawk Creek. University Avenue from east of Ansborough Avenue to west of Fletcher Avenue will remain closed to traffic during this time and University Avenue from Fletcher Avenue to Hwy 63 will have lane closures as needed for minor work. Access will remain to Hope Martin Park and will be from the north side of the park.
University Ave (from Cedar Heights Drive to Ansborough Avenue) and Fletcher Avenue will remain open and access to the frontage roads will remain. Please see the above maps showing the construction zone highlighted for the next week.
For safety purposes, please do not enter the construction area. Heavy equipment will be moving back and forth on the closed lanes. It would be advisable to remain behind the sidewalk on the property side during the reconstruction work.

Waterloo was presented with the 2021 Healthy HometownSM Powered by Wellmark Community Award during the Healthiest State Initiative Annual Awards presentation held virtually during a live Facebook event on Feb. 18, 2021. The award recognizes Waterloo for its accomplishments in health improvement initiatives within the community including the added trails on University Ave.
