Prior to becoming a Section 8 participant, the tenant has to fill out an application and is required to be put on a waiting list.

- For those without internet access, the Waterloo Public Library has computers available for use. Additionally, paper applications can be picked up (or will be mailed) during the Housing Authority’s regular office hours, Monday through Friday, 8:00 a.m. – 5:00 p.m.

- When the tenant's name comes to the top of the waiting list, the tenant is briefed, if eligible.
A briefing session must be attended prior to a tenant receiving rent assistance. The meeting lasts approximately 1 to 2 hours. When finished with the briefing, the tenant is then allowed to find a unit. The unit has to pass a Housing Quality Standards (HQS) inspection.
