In 2023, the Waterloo City Council hired Fishbeck to conduct a parking study of downtown Waterloo. Fishbeck is a professional civil, environmental, architectural/engineering, and construction management consulting firm. In the fall of 2023 the study was conducted which included one-on-one stake holder interviews, an online survey and an inventory of the parking supply and usage.

On February 19, 2024, Fishbeck presented their findings and recommendations.

Here are some of the proposed proposals:
-Install technology that is easy to use with multiple payment options. For example a pay station kiosk with a mobile payment option.
-Create an interactive parking map that shows rates and hours of both on-street and off-street parking.
-Develop a 20-year structural maintenance plan for the three parking garages.
-Offer low cost parking permits for employees and residents in the parking ramps.
-Offer different operating hours of monitored parking.
-Offer a free amount of parking before patrons need to pay. That amount still needs to be determined. 
-Offer free and/or reduced parking options in the parking ramps.
